The Bills needed to add a fourth healthy receiver to their roster after David Nelson sustained a rib injury that is expected to keep him out of Sunday's season finale against the Jets. On Tuesday they promoted WR Paul Hubbard to the 53-man roster from the team's practice squad.
This is the second time that Hubbard (6'2", 225) has been called up to the active roster. His first elevation to the 53-man squad came back in Week 10, but he was re-signed to the practice squad a week later.
To make room for Hubbard on the active roster the Bills placed OL Cordaro Howard on injured reserve. Howard had been playing for more than a month with an injured shoulder. The undrafted rookie made four starts this season, with three coming at right tackle and one at right guard.
Practice squad addWith Hubbard moving up from the practice squad, the Bills filled his vacancy on the eight-man unit signing WR Rod Windsor.
Windsor (6'2", 210) was most recently on the Cleveland Browns practice squad, but was released Dec. 7. The receiver played for the Sacramento Mountain Lions in the UFL this season making 25 receptions for 479 yards and three touchdowns while appearing in eight games.
