The Bills signed TE Mickey Shuler and waived WR Kevin Norell in a pair of roster moves after the conclusion of the team's second OTA session on Tuesday.
Shuler, a 6-4, 247-pound Penn State product, entered the NFL as a seventh-round (214th overall) draft choice of the Minnesota Vikings in 2010. He spent a portion of his rookie year with Minnesota and the Miami Dolphins and caught two passes for 44 yards in six games played with Miami. Shuler re-joined the Vikings in 2011 after being released by Cincinnati who claimed him off of waivers from Miami (9/4/11). He spent the final 11 weeks of the 2012 season on the Practice Squad of the Oakland Raiders.
A two-year starter at Stony Brook, Norrell posted a monster senior season for the Sea Wolves with 63 catches for 1,388 yards and 15 touchdowns last year. Norrell signed on as undrafted free agent on April 29.
